The events which crowd into the later years of the Sovereign, declining into old age, but still grasping the sceptre with the Tudor indomitableness of will, are of much importance, not only for the period they represent, but as showing the condition in which the kingdom was left when it passed into the hands of the Stuart dynasty – with religious opinions unsettled, a deep and general discontent prevailing, waiting only the opportunity of the Queen’s death for development, an exchequer almost bankrupt, and heavy loans from all classes of people still unrepaid. During this period, Elizabeth lost the statesman who had been for so many years the prop of her throne, William Cecil, Lord Burghley.
